Im sure it would be noticeable seeming as it gives you 1/4 less cap to begin with. Guess weather you notice it is also dependant on the type of ship you fly. Using the standard tech 1 mwd for a frig, 5% = a reduction of 2.25cap total over 10secs...

Well I think the storyline missions are also throwing these out more. I was doing lvl1 missions other day and I got a storyline(courier) mission.(carry something to 1 jp away ) and I got a +2perc implant for it :D
